I love that technique!!
You can also use Crystal Effects to make similar looking dots, but you can color them afterwards!! The colors are much, much darker and richer!! Check out a video made by Deb Valder who shows off this amazingly similar technique!!

Thanks for sharing Wendy! I saw a similar tutorial using perler beads but the embellishments are opaque. I like the transparent look of these embellishments better!
